Can uberdrivers reject as many low rating customers AND areas they deem risk to their safety?

Im swedish so this is the first place I heard of that rating exists. which I speculate is safety reasons.

the thing that was on my mind though: Are there any uberdriver rules or regulation that says you cant refuse too many customers? even WITH low rank?
