Why do Publix Always Rejects my Transfer Request

Why the hell am im not being accepted for a Transfer i been working my ass for over 10+ years and another store is a dead-end for me, and i want out of that store i have tried several stores for the last 2 years and they refused and dosent want me, but they want Minors there?! And the New Store i have coming up already are passing out accepted forms for people in my current store and already 6 people are leaving my store. Form this point what can i do? Is going to Lakeland and talking to someone fix the issue? Because my Managers sucked and i can't quit due to a high paid range but there has to be something i can do about it right?
