Small bumps under penis glans

I have had these bumps under the head of my penis between that connecting line of tissue thing under the penis head for several years (see image in comments), but im not sure whether they are an STI or some other thing.

Im circumcised and I dont know when they appeared, but I believe ive had them before any kind of sexual intercourse. They havent spread across the years, and it doesnt cause me any discomfort or pain. Could it be genital warts or is it a harmless growth or pappule?
