KingMa 330W Charger and Full Power?

I have a HyperX laptop with the 5070ti, I have been using the HP power brick, I also have a KingMa 330w charger that I picked up the 330w 7450 cable for. I decided to test a game to see how well it works. With the HP brick, the GPU would run at its full 140 watts, and up to 150 watts in Performance mode.

When I switched to the KingMa brick, the GPU was only pulling 45 watts. I restarted the laptop thinking that the laptop may need to see the KingMa brick correctly. Nothing changed, it would still only pull 45 watts during benchmarks.

Any ideas on why I'm not getting the full power? On the brick, it says the XT60 (laptop) connection is 20V at a full 330w.
