Are there no protocols to do construction in Kanpur ?

A construction of a jewellery shop is happening I front of my home, the workers make a lot of sound and dust. They use the road as their works place for cutting marble and all. They even threw stuff from 1st floor down to the road since they didn’t wanna walk 2 flight of stairs. What can I do and report them?
