Any help with radio code?

Just purchased a 98 beetle today. It needed a new battery so the radio is stuck in safe mode. Found the radio code in the spare well, which is clearly 0973. When I follow the same steps in multiple online tutorials to input the code, it keeps going back into safe 2. Any help?
