need help with need help setting the time on the server

Hello everyone, I have a problem, I have two personal servers, one on the well-known shutoko map and the second I recently created on the Russian highway project, so the problem is that when I indicate the time on the Russian map via /settime 12:00, for example, in pure planner and even on the clock in the car writes 18:00, the time is simply rushing by 6 o'clock, there is no such problem on shutoko, Japan/Tokyo is indicated in the data_track_params on shutoko in Timezone, which is logical, well, by analogy, I wrote timezone=europe/moscow on the Russian map, I tried and struggled for a very long time, I compared the configs of these two servers a bunch of times, no matter what I change the time to 6 o'clock in a hurry, I haven't checked yet what happens if I write Moscow, Japan and Tokyo instead of Moscow in data_track_params in timezone.
