Stuck when configuring loudout

How come when loading a virtual arsenal on any other scenario is fast but when i fix my loadout to start my stuff on dynamic recon/combat ops they are so slow especially when it fully fills the line (loading screen) it makes me think my game froze but it didnt its just really slow
