Police didn't lay assault charge

Someone got angry and tried to hit me. I have video of it. Police says because the swing didn't land, it's not assault. I think that's not true. It can still be assault.

Worth it to call police again on the non emergency number? Or do most police dismiss something a colleague attended to?
