Spencer quality?

What exactly is Spencer Quality? Even if Dylan does remind Kate of Brook, I think that was way too much. Bill married, dated, and had flings with anyone he could catch....as do Liam and Wyatt, so what is the criterion for Spencer Quality exactly? I wish Dylan had stood up to Kate and remind her that "Logan is just another word for Spectera with fewer letters."
