Disapproved waiver

Just wanted to ask before I went with the Navy.
If my state (AL) disapproved my waiver and my (AL) recruiter didn’t want to try an appeal, would my current state (FL) have any better say? Or does the NGB have all the say?

Now I wasn’t given a denied letter, or reason for denial either.
I have completed MEPS and knew I would require a waiver, and commutated to my (AL) recruiter before MEPS.
