Puppy suddenly barking at other puppies on walks

Hi all! My puppy is 7.5 months old, and this week has entered a new era of puppy teenagehood.

She LOVES other dogs, and this weekend, just started barking at other dogs she sees on walks that she doesn’t get to say hi to or greet. Her tail is constantly wagging so it’s not a form of aggression, but just from pure excitement. If they walk off or I continue walking with her, she starts whining. She’s a basset hound, so she is a more vocal breed, but she never used to do this and it just started. She’s also getting bigger and stronger, and has started pulling more.

This past week, she also started to get more vocal and bark more in my apartment when she’s excited. I rescued her two months ago, so I’m glad she’s settling into her new home well, but I do live in an apartment so I want to make sure that barking is minimal as much as I can. I don’t want to be known as the girl with the loud dog 😭
