Annual performance

I was recently informed that my annual performance is 3. My initial rating was 4.7 then got reduced to 3 because i was hired earlier this year. This is really disappointing and frustrating! It’s true my bonus is already guaranteed for this year. However, I’m seriously concerned about my progression in the company as it appears that there are factors outside of employee control can heavily impact our development in the company. What your thoughts?
Do i need to start acting as an average employee just barely give the minimum or do i need to be a bit more patient and see what happens next year? Or simply move somewhere else?
