Looking for Italian public universities with ZERO application fees for Bachelor’s? (Non-EU applicant) For anyone who has applied to these or similar zero-fee schools

For anyone who has applied to these or similar zero-fee schools:

1. Are there any other public universities with €0 application fees for Bachelor's that I missed?

2. Does the Universitaly portal itself charge a separate fee when submitting pre-enrollment to these universities, or is that part entirely free?

Thanks for the help!
