PON light keeps going out on my nokia box, Is my fiber optic line damaged?

Weve been having very bad internet issues constantly dropping out and low connection speeds. One thing i noticed though is the PON light on the nokia box keeps going out. Does this mean my fiber optic line is damaged or something else?
