How do you activate Chisa's scissor attack?

Just got Chisa and I'm having trouble getting her scissor attack consistently. How is it activated? Full concerto? Basic attack chain? Heavy? Sometimes she does it in her BA combo and then sometimes I spend a whole 10-15 seconds basic attacking and she just goes in the air and does a whole combo and no scissor.
