How do merchant inventories work?

Hey guys

When exactly do merchant inventories work?

I am trying to get a hand crossbow +1 and I am reloading a save after a long rest but before I leave camp and it doesn’t seem to be doing much that I can tell.

Does the merchant inventory reset when you rest or when you leave your camp?
