rtx 3080 ti vs rtx 5070

I was wondering what gpu I should choose because I was thinking of upgrading my gpu (rtx 3060) for awhile. I remember seeing the 5070 be $500 and thought it’ll go down in price and now I regret not buying it. I know the 3080 ti is old might become obsessed if the 60 series comes out in 2028. I was wondering should I go for a 3080 ti now or just wait for the 5070 to go down. If I were to get these gpus what cpu should I pair with ddr5 ram (my friend has a spare thing and gave it to me). My rig is an i5-10400f with 3060, ddr4 16gb my budget is $800-$1000.
