Activating Super Quantum Black Layer With No GY

If I summon Black Layer with no Super Quant monsters in the Graveyard, can I still activate its effect? My reading of it would suggest that I can, but Master Duel doesn’t give me a window to. Is this a bug in MD or have I misunderstood some nuance of “and if you do”?

The effect is as follows:
“If this card is Special Summoned: You can Special Summon 1 "Super Quantal Mech Beast" Xyz Monster from your Extra Deck using this card you control as material (this is treated as an Xyz Summon), and if you do, attach 1 "Super Quant" monster from your GY to it.”

My understanding of “and if you do” would suggest that only the first part of the effect is required, and that if the second part can’t resolve that doesn’t block the first part. From the official Yugioh webpage:

“AND IF YOU DO: <Do A, and if you do, do B>

…

Causation: A is required for B, but NOT vice-versa. If A does not happen, then stop. If B cannot happen, you still do A.”

If this is a bug I will go and report it.
Thank you!
