Newsome signs new bill in sac

So I saw in the news Newsome signed a new bill in Sacramento today with various parts placing restrictions on federal ice/immigration officers. Among the list was a ban for the use of Shock Gloves. (Ill post the full list as a reply to keep this post short)

I have 2 questions.

  1. What are shock gloves and why are they controversial? I have never heard if them before.

  2. Does his new bill carry legal weight? (Note: I am not against the new bill). I ask because I thought courts had already ruled on previous bans he has tried to enforce on federal agents, that states don't have the authority to pass laws that place restrictions on the federal government or its agents.

I'm wondering if this is just a token bill to enhance his upcoming potential bid in running for president. And if the bill carries no legal merit and is just for show, I'm concerned its going to waste our money as taxpayers when the bill will obviously be challenged in court.

I fully agree that ice/deportation and the way it has been handled has gotten out of control, needs oversight and restrictions, and has cost innocent civilians both their freedom and their lives.
