X11: First Mouse Scroll Not Working On Chromium Based Apps

For gaming in low latency (and disabling compositor), I switched from Wayland to X11. Everything works fine, except scrolling in chromium based apps.

What I'm experiencing is exactly the same as in Any solution for chromium based apps ignoring first scroll event? , but I'm on CachyOS.

I can add ` --disable-high-precision-scrolling` to Chrome exec param to fix it in chrome,
and off-topic: `--use-angle=vulkan --enable-features=Vulkan,VulkanFromANGLE` to fix shutter on smooth scrolling animation,
However `--disable-high-precision-scrolling` does not work on Steam.

Is there any workaround to solve this now?
