Has anyone else noticed a weird bug with Cammy?

When playing against Cammy players, i notice a lot when they jitter back and forth, you know because they think doing that makes them good at the game. They begin to skip animation frames and jump from moving left and right. Its instant and really distracting, making it hard to tell what their doing.

I've played on 2 pcs and ps5 and this has always been an issue. I don't know if its an internet thing or not but Cammy is the only one that does it.
