CEC inland Jan 21, 2026, Vancouver/Sydney - eligibility/security still not started

May: I got an email from WES saying IRCC couldn’t verify my ECA. It was an old ECA and I had forgotten to add IRCC as a recipient. This is the only mistake I’m aware of in my application. Because of issues with the WES's new platform at that time, I couldn’t fix it quickly, so about a week later I got a new ECA through IQAS using their expedited service and submitted it through a webform.

At that point I still hadn’t received BIL, so I requested IRCC GCMS notes, no response till today.

June: Called IRCC. PVO/SVO were Ottawa/Sydney.

July: Almost 6 months after AOR, I finally received BIL and completed it the next day. After that, IRCC told me the offices had changed to Vancouver/Sydney. Info sharing and criminality were completed, but eligibility and security had not started.

August: Applied for BOWP. Also followed up on my IRCC GCMS request. Still no response.

Early September: Contacted my local MP. Their office declined to make an IRCC inquiry because IRCC's online processing-time tool still considers my application within the estimated timeframe.

What confuses me is that the tool currently shows around "1 month left" for my application, and applications going back quite a few months also seem to show at least around one month remaining. So I’m not sure at what point an application is actually considered outside normal processing time if the estimate keeps being recalculated every month.

Later September: I requested CBSA GCMS/security notes. Nothing yet.

Last week: Called IRCC again, eligibility and security are still not started.

At this point I’m not sure what else I can do to figure out where the application is stuck or why it has been sitting this long, maybe every officer assigned to my file just happen to go on vacation?
