How to make new account?

So I’ve been suspended for 2 months now and I’ve been able to make a new account that I use daily for an hour on my laptop. I followed most of my close friends and I’m planning on keeping my account private for a while longer. I’m planning on buying a new phone in the next month and I was wondering if all I need to do is make a new iCloud account to log in once I get the phone?
