Houses and Combinations of Delay

In Prashna Kundli, I have often observed that when the 9th and 5th houses, or their respective lords, are prominent, they contribute to delays and false promises.

There seems to be more hope and expectation than actual action or results.

Outcome is delayed or not materialise as expected always up.

This is an observation from my work, rather than a standalone rule, and I would be interested to hear how others have experienced this in their charts.
