[CA] [condo] shared water meter

I was curious what other condos have done to address shared water meters. Our HOA is double the benchmark for water use and we have only one meter. I proposed putting in some smart meters to at least track water consumption. I saw options online that require no plumbing modifications as they strap to the pipe. Getting some push back from our old timers on the board, even though I don’t think it looks that expensive (I feel like catching leaks early will pay for it eventually). think tracking whether it’s landscaping or one of our 6 buildings more than another could be helpful. We have 40 units, 6 buildings. Water is expensive here and feeling like some accountability of the owners would result in less use. What motivation is there to swap fixtures or take shorter showers when your neighbors won’t and you pay a high amount anyway. One board member wants to charge more to units where washing machines were added. What other options have HOAs instituted to ensure fair charging of shared water? Thanks!
