Locator maps can't be zoomed out?

So I wanted to start mapping my new world. I made my locator map but the cartography table wouldn't let me change the map to level 1. I looked at the release notes and saw a note that you couldn't zoom out explorer maps. Is it expected that player generated locator maps not be able to do so as well?

Did I miss something?.
