Is company-wide records retention ever handled by the HR department? [N/A]

Somehow my HR operations department has become the owner of the company-wide records retention operation, and after years of being mostly neglected, it’s fallen to me. Everywhere I’ve ever worked it fell under facilities or legal, so this is entirely new to me. Am I crazy for thinking it’s crazy that HR will be responsible for all records retention of a company with 200ish locations and over 50k employees?
