My work coach is refusing to get me a laptop.

I live in a rural area, so finding a job is hard. I've been on UC for two years and on restart for over six months now, and I've never had a laptop from UC, EVER.

I was previously using my mother's old computer and it died a couple of months ago. My mother's current computer is dead so they sent her a Chromebook that we can't work. I told my work coach that I can't do any courses or look for work without a laptop. She told me to ask restart but they said they don't do that. Then she basically told me to suck it up and learn how to use it WHEN ITS NOT MINE AND I NEED A LAPTOP TO FIND WORK!! What do I do??
