Looking for particular skull

My partner mentioned that they've been looking forever for a human skull that they witnessed as a child (in the 1990s). I believe it hangs from a string and its laugh sounds mildly human but mostly sounds like a monkey laughing. Any chance people could help me identify it so I can surprise my partner with it?
