Man in the park

I’m visiting for work. I don’t have a rental car, just walking and ubering as needed.

I walked past Memorial Park today, and to my surprise there was a man, dead center of the grass field, on his knees, with no pants. He did have a shirt, but no pants.

I couldn’t quite tell nor did I want to look exactly what he was doing. It didn’t look sexual in any way, just hanging out taking in the breeze.

This was 6 PM. Still plenty of daylight.

Is this normal?
