Noob: Best way to build decks with digital assistance?

I’m a new player looking to make some of my first decks. I’ve seen people scanning their collections. Quick searches show there are apps which allow you to scan your collection and create decks and search keywords. Is there like a go to application or website for this which the community thinks is the best? Best free vs best paid? I’d really like to be able to scan on my phone then sort through and put together my deck list on my computer. Hopefully something with similar capabilities to mtg arena when you build decks.
