What can I actually do when my landlord keeps saying they’re “addressing” a neighbour’s ongoing noise but nothing changes?

Question/Landlord

I’m looking for advice from anyone familiar with the LTB or who has dealt with something similar.

For quite a while now, the tenants beside us have been causing repeated and severe noise disturbances through the shared walls. It isn’t normal daytime household noise. There has been repeated banging, kicking/impacting the walls, and what sounds like children playing/running/indoor soccer, including late at night and overnight.
This has happened repeatedly around 11 p.m.–3/4 a.m., and then sometimes starts again early in the morning when the children are getting ready for school. We’ve had incidents where the banging has woken us up and prevented us from getting back to sleep.

One recent example: the noise went from approximately 11 p.m. until 3:30 a.m., and then started again around 7 a.m.

There are also other neighbours who have independently complained about this household. One neighbour has apparently sent dozens of written complaints to DMS and has also reported the owner/tenant to police twice over alleged verbal assault. So this isn’t just one household having an issue with them.

We’ve complained to DMS property management many times and have been documenting the incidents. DMS has told us to continue reporting incidents and repeatedly tells us that “they are addressing it.” However, they don’t really tell us what action is being taken, and the behaviour continues.

We’ve also already spoken with a community legal/housing service, but they essentially told us to keep documenting and reporting it which is what we’ve already been doing.

At this point, I’m exhausted. The lack of sleep is affecting my routine and my mental health, and I’m starting to feel like we’re stuck in an endless cycle of:
noise → complaint → “we’re addressing it” → noise continues → repeat.

I’m trying to understand what the next actual step is.

I’ve been reading about N5 notices and the LTB, particularly the provisions around a tenant substantially interfering with another tenant’s reasonable enjoyment. I understand that I can’t personally issue an N5 and that the landlord has to take that step.
My questions are:
● Is there anything I can formally do through the LTB against my landlord if they know about the ongoing interference but aren’t taking effective action?
● Has anyone successfully dealt with a situation where the landlord repeatedly said they were “addressing” the problem but the disturbance continued?
● At what point does this become more than simply “keep documenting it”?
● Is there a way to get the landlord to actually explain what enforcement steps they’ve taken, without asking them to disclose another tenant’s confidential information?

I’m not looking to harass or retaliate against the neighbours. I just want to be able to sleep and reasonably enjoy my home again, and I’m trying to figure out what legitimate options I have at this point.

Any advice from Ontario tenants, LTB paralegals, or people who have dealt with something similar would be really appreciated.
