Well, technically, yes. Pregnant female animals who enter shelters are often spayed while pregnant, in order to reduce the number of unwanted pets. This way, they don't give birth to new puppies or kittens that then need to be adopted as well. But this is supported by virtually every shelter organization, and is done to preserve the lives of other, already-living animals who are already in need of adoption.
