Does Phoenix target creeps/mercs before heroes?

No.

I'd have to do some testing but I think it has to kill or lose range on it's target before it selects another one. So if no one was in it's death circle but minions, it would target a minion but may not immediately reprioritize to a Hero as soon as they enter the circle.
