My maximum video memory is bugged and may or may not be related to new stuttering in game. Any ideas?

Did you try a reboot? I get the same thing after GTA crashes my display driver. Afterburner shows me having a temp of 8213821837217321 degrees Celsius, VRAM in the millions etc.
