[OR] Landlord trying to change how utilities are calculated

My lease states that there is a flat fee for utilities (water/sewer/trash), but I just received a letter stating that they were going to change it to a formula based on apartment square footage and occupancy levels. It sounds like a money grab to me. Is this legal?

The change starts in October, but my lease ends in February.
