What's going on at Daley Plaza today (July 31)

Walked by around 6pm and there were a ton of bicyclists. About two dozen up on a stage, and at least a few hundred more around the plaza. The ones on stage were topless (the men) or in bikini tops (the women) and they had neon orange tape over their nipples.

Anyone know what it was?
