Can the revolution be achieved through parliamentary democracy?

I ask this question since I was just reading about how there are calls to implement the Tobin Tax in the UK. However the problem with implementing such a tax is that it drives companies away from somewhere like the UK leaving the citizens worse off than before.

So my question is if we are constantly at the mercy of capital, can a leftist elected government ever succeed?

Thanks, Tiptopgolfy
