VOI networks, is anyone able to actually reach them?

Hey, Looking to set up internet at my new apartment, but I've called 3x now and they seem to not be able to tell me what buildings they service, and promise callbacks that are never returned saying that "they emailed their sales team and never heard back".
Edit: VOI got in touch with me. They are going to make an attempt at getting service into my building, since it's not there already.
