The Dearth of Strategy
In the case of SC2, the S in RTS is a misnomer. The only competitive integrity in SC2 comes through mechanics/skill/execution. SC2 is a game of incomplete information, the more you push it towards a game of strategy, the more volatile it becomes. There is fog of war, and regardless of how on-point your scouting is, (especially in LotV) there are things you cannot scout, things you need to leave up to chance, decisions you have to make blindly. If you're forced to make strategic decisions without real information, then how is that...strategy?
A lot of people are saying that inject, unlike mules/scans and chronoboost, aren't influenced by strategy. None of these things are influenced by strategy (for the most part). At the highest level, protoss doesn't use 'strategy' in chronoboost -- they follow a build order that clearly dictates what things are chrono boosted at which times. When a terran does his medivac timing against zerg, he must stop muling to save scans to clear creep. These are not decisions -- these are things you must do.
TL;DR true strategy doesn't exist at a high level.
