Why does this error(80070003) always happen?

In the Windows Update, no matter how many times I search for new updates, I can't seem to upgrade to windows 10. I reserved my copy through GWX when it first appeared and have not received an email. Every time I open GWX it sits with the text "Please Wait" and doesn't move, even after I left it over night! When I check the update history I see several "Upgrade to Windows 10 Home: Failed" due to an error 80070003. I have used the Media Creation Tool to install it but it stops at 20% on the install and says "Something Happened." I have uninstalled updates, that Windows Update detects and re-downloads. I have deleted the files in C:/Windows/SoftwareDistribution/Download. I have also used the cmd command, wuauclt.exe /updatenow and have had no success. Windows 10 begins downloading but gives me and error saying that it was not installed. I am running Windows 8.1x64 on an Asus k55a, with an i5-3210m, Intel HD Graphics 4000, and 8Gb of RAM. I have installed Windows 10 through Windows Update on a surface and it worked. My dad used to Media Creation Tool to upgrade and it worked for him.

TLDR: GWX is stuck at the please wait screen, and I am unable to upgrade to Windows 10 no matter what I seem to try. I need help fixing the GWX and upgrading to Windows 10.
