Tier 1 Germans always against T34s?

So, I'm trying to play Tier1 with some family because they just started.

I'm using German tier 1 tanks... 2.3 BR, but every game there's 3 people or more with multiple 3.3 BRs. What's the point of Tier 1 if new people always go against a Tier 2 tank? Do I need to use all 1.0s then compete against 2.0s? Does this happen a lot to you, too?
