Disney Tsum Tsum pins - collector pack

Hi, I've noticed a bunch of people selling the new packs on ebay for under $20 when they cost $28 at the parks. Not sure why they're doing this? Anyone know if there are fake sets out? Just wanna make sure beforeI buy. thanks!
