Add an option to be able to see everyone's ability icons

To avoid confusion, Valve removed the ability to see custom ability icons in the forms of things like (de)buffs. For example, you no longer see a different Heartstopper Aura icon if the Necrophoslyte has Wrath of Ka or the collector's cache set. You can only see others' icons if you click on their actual hero.

Please make this a setting in Reborn, preferably enabled by default? Users can choose to not see the icons. Upvote for visibility and stuff
