How Free is tera?

Im looking for an MMORPG to play, i recently quit BNS TW, cause playing at 180ms, was horrible... I was constently hearing about tera combat and PVP, is the PVP aspect of the game fun? And how free is tera? Can I be as good as a premium if I give the time? Thank you
