Should I bother transferring?

Hello, I really wanted to attend UCSD for bioengineering as a freshman. I got waitlisted and got into Davis. I'm wondering if it's worth transferring to UCSD or a better school with the intent of earning a PhD later on. I am now about to be a sophomore My GPA isn't super great (3.2 or 3.4), but I'm attending summer session to give it a boost and to finish off some courses. I also have an officer position in a great club, a dance team, and a lab position under a graduate student. Is it worth trying even though I want my doctorate and my undergraduate school doesn't matter that much?
