What's the reason for not being use some weapons as a main hand?

What's the reason behind not being able to use some weapons as a main hand weapon even though it's logically possible? same goes for the reverse of main hand weapons in offhand.

• Torch in main hand
• Scepter in off hand
• Warhorn in main hand
• Focus in main hand

I can understand things like shield but not the others?
