Windows 10 nvidia blue lines

This is not my video and it is not as bad for me But I have a 900 series nvidia card and sometimes I notice a blue flcikering line as you can see in this video

I notice it mainly when I am watching twitch streams or playing a game but sometimes it happens on the desktop too, If it helps I upgraded my windows from 7 to 10 instead of a clean install but I used DDU to reinstall my nvidia drivers..

any help appreciated.
