How do i treat these? [pics inside]

Im not really sure what those are but i dont think it's acne. Been having these for atleast 4 months but they dont break out. They sometimes minimize but usually come back to how they were. I dont use anything at all right now because i dont know from where to start, but i put on a dead sea mask each week once. Any help would be appreciated.
